Latency monitor (see previous comment) spotted nvlddmkm.sys from nvidia as being the driver with latency issue (I have a GeForce GTX 760 and a GeForce 8800 GT which requires an old driver version to work side by side). Not finding immediately a solution, I decided to reinstall Windows 10 and the most recent drivers for the GeForce GTX 760 only.

But it didn&#039;t solve the issue. So, I have investigated further and found a tool which can switch off the powermizer feature of the graphic card (http://www.nvidia.com/object/feature_powermizer.html). And that reduce a lot the issue !!!

That tool - named Powermizer Switch 1.2 - is available here: https://app.box.com/shared/v7jpoateoq

Knows issues with that tool:
- Does not work with UAC turned on. You must &quot;Run as Administrator&quot; the tool.
- If nothing seems to change, restart the PC.]]></description>

As far as I am concerned, my issue came from a recent update of the Intel Network driver. I did uninstall the network adapter and delete the driver (an option to tick when uninstalling the adapter). Next, I did re-scan for hardware changes. The network adapter came back but with the native Microsoft driver. And I had not latency issue anymore...
